BLOOMINGTON, Ind. – Monroe County Commissioners confirmed Monday that a network breach was behind a computer outage that closed county government offices last week.

“Monroe County government experienced an intrusion into its network from an outside source termed ‘Blacksuit,’ commissioners posted in an update to their website. “The perpetrator has been confirmed.”

Third-party security specialists continue to look at the network breach, but commissioners said they do not know what data was affected.

The county said they believe no employee sensitive information was misused, according to the update.

“As this is still early in the investigation, we yet do not know if vendor or public users personally identifiable information (PII) has been subject to unauthorized access. If PII has been subject to unauthorized access, we will provide the necessary notice required to protect those affected.”

County Commissioners said they are “limited” in their communications because of the ongoing investigations, and said they may not have answers for weeks.

Monroe County government buildings were reopen Monday.

The outage began July 1, and county government offices and courts were closed through July 8, cancelling all scheduled court hearings.

The Monroe County Jail, Sheriff’s Office, and highway department remained open and worked through the outage.
